William E. Stepp, former drag racer as well as gangster. Photo from 1969. Here he was faced with mounting charges of three counts of carrying a concealed weapon and 2 counts of abusing a police officer. He had a hatchet and a billy club hiding under his car seat. A pocket knife was found in the glove compartment.
